Notice of the State Administration of Work Safety and the State Administration of Coal Mine Safety on Strengthening the Supervision and Supervision of the"Six Major Systems"of Coal Mine Underground Safety Avoidance

Coal mine safety supervision departments,coal industry management departments,and provincial coal mine safety supervision bureaus in various coal producing provinces,autonomous regions,municipalities directly under the central government,and Xinjiang Production and Construction Corps:
In order to implement the requirements of the"Notice of the State Council on Further Strengthening Enterprise Safety Production Work"(Guo Fa[2010]No.23)and accelerate the construction and improvement of the"Six Systems"for underground safety avoidance in coal mines,the relevant requirements for strengthening the supervision and supervision of the"Six Systems"are hereby notified as follows:
1、Strengthen the supervision and supervision of the construction and improvement of the"six major systems".All levels of coal mine safety supervision and supervision institutions should incorporate the construction and improvement of the"six major systems"into the coal mine safety supervision and supervision plan,carry out supervision and inspection,urge coal mining enterprises to further implement responsibilities,strengthen measures,and accelerate the construction and improvement work.
2、Production mines that have not completed the construction and improvement tasks of the"six major systems"before the end of June 2013 shall be ordered to rectify within a specified period of time;Those who have not completed the construction and improvement tasks by the end of June 2014 shall be ordered to suspend production and rectify in accordance with the law,and their safety production license and production license shall be temporarily suspended.
3、When resuming production and inspecting mines for rectification,the completion of the construction of the"six major systems"should be taken as the acceptance condition.Any unfinished work shall not pass the resumption inspection.
4、The construction of new mines,mergers and acquisitions,and the integration of technological transformation mines should incorporate the"six major systems"into the safety facilities of coal mine construction projects,and strictly implement the provisions of the"three simultaneities"of safety facilities.In the process of mine design approval,engineering construction,and project acceptance,a"one vote veto"shall be implemented for those who have not designed and constructed the"six major systems".
5、To urge coal mining enterprises to continuously improve the management system for the use of the"six major systems",do a good job in daily maintenance,and ensure the normal and reliable operation of the"six major systems";At the same time,strengthen training and emergency drills to ensure their role in coal mine safety production and emergency avoidance.
6、Please lead the construction and improvement of the"Six Systems"in each province(district,city)and submit the completion status and regulatory supervision and law enforcement situation of the"Six Systems"in the local area to the Science and Technology Equipment Department of the National Coal Mine Safety Supervision Bureau by the end of each quarter(30 days before).
